Healthy City Planning
We believe that community health and wellness must be at the center of Oakland’s planning. At both the citywide and neighborhood level, HOPE Collaborative facilitates and models community engagement for health equity in city planning.
HOPE, along with partners East Oakland Building Healthy Communities (East Oakland BHC) partners, developed and are now working to implement the Healthy Development Guidelines (HDG). The HDG project believes that the health equity needs to be a priority as Oakland undergoes increasing development. The Planning Department, architects, developers and residents can use the HDG to ensure that development decisions are made in ways that improve individual and community health for all residents in Oakland. The HDG project envisions a healthier, prosperous Oakland for everyone. We are proud to share that the Healthy Development Guidelines have been finalized, and are seeking implementation! Community Planning for Healthy Neighborhoods
We believe everyone deserves a safe route to school, work, home, and community services. Through partnerships with community members, organizations and public officials, we work to create healthy and safe streets,neighborhoods, and active transportation options.
We convened the Elmhurst Neighborhood Planning Initiative, a collaborative effort among residents, community-based organizations, City and County government, schools, parks, churches, and the Neighborhood Crime Prevention Councils (NCPC) to implement a community-based plan for the lower Elmhurst area, in the area of 81st-92nd Ave between International and San Leandro Blvd.

HOPE’s Built Environment Action Team (BEAT) developed a Neighborhood Plan, based on a comprehensive planning and mapping process with residents. The plan outlines a way toward creating a healthier and more resilient community that reflects the needs and wants of local residents. Based on this community vision, BEAT partner organizations and resident leaders have been working to implement elements of the plan in a way that continues to build community leadership. Through multiple rounds of mini grants, HOPE has supported about 10 projects that that promote Civic Participation; Beautification, Greening, and Anti-Dumping; Safe Streets; and Healthy Food Access. Projects include:
- G Street Transformation Project – Block By Block Organizing Network – District 7 engages residents and business owners to transform G Street from an illegal dumping ground to a community asset.
- Community Greening Project – Urban Releaf has planted over 35 trees in partnership with residents and local partner organizations.
- School Gardening: Lincoln Family Resource Center , parents, and partner organizations have rehabilitate dthe New Highland garden and turn the garden into a functioning, community-friendly green space. Long term, the garden ideally becomes a space to grow healthy, local food and support educational instruction
- Health Warriors –Encourages Oakland residents to eat healthy food and get active. Campaign partners include 81st Ave Library, Acta Non Verba, Project Access, and Healthy Corner Store One Stop. At these sites, Oakland residents will have access to yoga, family dance, and cooking classes. Resident participant eligible to win grand prizes of : family-pack of Warriors tickets, personal training sessions, and more.
