​Policy & Campaigns

We grow healthy, equitable development in Oakland and center resident leadership and community voice in city planning.

​Healthy Development Policy

​We put community health, voice, and wellness at the center of Oakland’s policymaking processes. On both the citywide and the neighborhood level, HOPE Collaborative facilitates and models community leadership and health equity in city planning.

We are currently working with our community partners to implement the Healthy Development Guidelines (HDG), the first policy in the nation to focus on health equity in new development. Together with the City of Oakland Planning Department, as well as East Oakland Building Healthy Communities, Alameda County Public Health, Communities for a Better Environment, East Bay Housing Organization, Causa Justa Just Cause, and our Resident-Leaders, we are working to ensure that development decisions are made in ways that improve individual and community health for all residents in Oakland. The HDG envisions a healthy, prosperous Oakland for everyone. To learn more about the HDG click here.

​Neighborhood Planning for Health, Wealth & Stability

​We create pathways for residents to lead visioning, planning, and advocacy for their own neighborhoods. We lift up community priorities of civic participation, healthy food access, active transportation, safe streets, and beauty in the neighborhood. 

By fostering collaboration among residents, community-based organizations, public agencies, schools, parks, churches, and the Neighborhood Crime Prevention Councils (NCPCs), we convened and created the Elmhurst Neighborhood Planning Initiative in 2014. The resulting Lower Elmhurst Neighborhood Plan has grown into a 6-neighborhood planning effort: The East Oakland Neighborhoods Initiative. Together, we have conducted a year of community outreach to identify the primary concerns, goals, and priorities for East Oakland residents and stakeholders. Next, we’re moving projects forward to realize the vision of a just and joyous East Oakland!

Some of our Neighborhood Planning projects include:
  • East Oakland Grocery CoOp – Incubating and developing a cooperative grocery store in East Oakland
  • Elmhurst Community Mural – Public Art as a strategy to reduce blight and grow community 
  • G Street Transformation Project – A Block By Block Organizing Network 
  • Community Greening Project – Planted over 35 trees in partnership with Urban ReLeaf, residents, and Partner organizations
  • School Gardening – Rehabilitating the New Highland garden as a functioning, community-friendly green space
  • Health Warriors – Campaign encouraging Oakland residents to eat healthy food and get active by providing access to yoga, family dance, and cooking classes. Campaign partners include 81st Ave Library, Acta Non Verba, Project Access, and Healthy Corner Store One Stop
